N2  - RésuméIl existe un marché des autorisations sociales ou médico-sociales, détenues par des personnes publiques ou des personnes privées. Ce marché a longtemps été ignoré et peu contrôlé par les pouvoirs publics. Devant l’ampleur des phénomènes de circulation et de patrimonialité de ces autorisations, les pouvoirs publics ont, récemment et pour la première fois depuis 1975, défini les conditions et la procédure d’autorisation de cession par les autorités de tarification et de contrôle ainsi que leurs prérogatives. This market has long been ignored and little controlled by the public authorities. Faced with the scale of the phenomena of circulation and patrimoniality of these authorizations, the public authorities have, recently and for the first time since 1975, defined the conditions and the procedure of authorization of transfer by the authorities of pricing and control as well as their prerogatives.
