T2 - N2 - RésuméQuatre décennies ont fait du Comité consultatif national d’éthique (CCNE) un acteur incontournable de la bioéthique, mais aussi du processus d’élaboration des normes. Le temps passé nous montre combien celui-ci a permis de donner à l’identité originelle du Comité une réalité institutionnelle et un fonctionnement opérationnel qui en font non seulement une autorité morale, mais surtout une autorité d’influence sur la production normative. C’est ainsi qu’apparaît clairement le rôle clé que le CCNE joue dans l’élaboration des politiques publiques. Plus encore, l’extension progressive de ses compétences lui a permis d’imposer une méthodologie procédurale pour élaborer les normes bioéthiques, mais aussi juridiques. Justifié par l’idée de favoriser la participation citoyenne au débat, ce processus favorise tout autant l’appropriation par le Comité et le monde l’expertise du processus normatif, laissant dépérir les institutions classiques de la démocratie sans ouvrir d’autres projets pour les rénover.Mots-clésComité consultatif national d’éthique – Histoire – Rôle – Institutionnalisation – Autorité – Démocratie – DroitAbstractFour decades have made the National Consultative Ethics Committee a key player in bioethics and in the normative process. The time that has passed shows us how much this has enabled the Committee’s original identity to be given an institutional reality and an operational functioning that make it not only a moral authority, but above all an authority that influences the production of standards. This clearly shows the key role that the CCNE plays in the development of public policy. Moreover, the gradual extension of its powers has enabled it to impose a procedural methodology for drawing up bioethical and legal standards.
